Victoria’s commercial fishers and aquaculture businesses work hard to supply domestic and international markets with an extensive variety of the world’s finest fisheries products including abalone, rock lobster, King George whiting and snapper.
The Victorian Fisheries Authority works to ensure Victoria’s fisheries and aquaculture businesses are viable, profitable and sustainable for future generations. In order to support this mission, the organisation required a solution that would replace existing manual processes, and streamline the reporting process. In particular, the solution needed to introduce electronic log books, reporting and data capture for selected commercial fisheries.
Lapis developed a comprehensive electronic reporting system known as ‘eCatch’, available to fishers as a smartphone and tablet app. The system provides an end-to-end service for catch reporting, including the creation and distribution of Catch Disposal Records.
The resulting app has transformed commercial fisheries catch and effort reporting from a monthly paper-based data collection process to a fully automated, modern mobile application that delivers information immediately. This system now provides end to-end reporting with offline capability, streamlining the recording of catch and effort and commercial fish landed and improving compliance reporting.

WhaleReport App / WhaleReport Alert System
To address the threat to vulnerable cetacean populations in British Columbia caused by shipping, Lapis was engaged by Ocean Wise to develop a solution called ‘WhaleReport’.
This solution provides a user-friendly and powerful tool for the public and scientific communities to submit sighting reports. It takes advantage of mobile device features such as the camera and GPS.
In addition, Lapis created the Whale Report Alert System (WRAS) specifically for mariners. WRAS utilizes real-time whale location information received through the WhaleReport app. It alerts commercial vessel operators traveling in British Columbia waters about whales in their vicinity.
Previously, sightings were reported through a toll-free phone line, web forms, emails, or paper logbooks. However, given that many sightings occur unexpectedly, using a mobile phone to capture sighting details has several advantages, including expediting and simplifying the reporting process.
The mobile application ‘WhaleReport’ is now widely used across British Columbia by various stakeholders, including whale watching operators, lighthouse keepers, charter boat operators, tugboat captains, BC Ferries personnel, researchers, government employees, recreational boaters, and coastal residents.
Importantly, the user-friendly reporting system has resulted in a significant increase in the number of sightings, leading to over 10,000 alerts sent to ships.

Maintaining the sustainability of fisheries is crucial to a thriving economy and environment. The Queensland Government’s Department of Agriculture and Fisheries (DAF; the Department) is responsible for the sustainable management of fisheries resources of the state. As a result, the necessary rules and regulations are implemented and communicated effectively.
DAF engaged Lapis to develop a modern, engaging recreational fishing mobile application so that fishers can easily access fishing rules, restrictions and species information. The application also facilitates enhanced two-way communication in addition to offering a machine learning-driven species identification capability.
Certainly, the most challenging feature is the ability to identify species using image recognition. Through machine learning, this feature is designed to eventually identify many more of the hundreds of species that are found in Queensland’s waters with high accuracy using images submitted by fishers.
